Education Leaders (Principal’s Qualification) Program

Our Education Leaders Program is a renewed approach to the Ontario Principal’s Qualification Program.
Designed to instill confidence and prepare aspiring leaders for new leadership roles, this program is structured to provide you with more time, coaching and mentorship from experts in the field.

This program offers two distinct phases, to help you develop your leadership knowledge and style while equipping you with practical tools for creating effective and supportive school environments.

Phase One: Building the Foundations of Leadership
(Equivalent to the Principal’s Qualification Program, Part 1) 

  • Three 7-week online courses, taken sequentially.  
  • Develop your leadership philosophy.  
  • Learn methods for cultivating meaningful community relationships.  
  • Gather tools for leading and managing in various situations.  
  • Engage with global education professionals. 
  • Earn the Principal’s Qualification Program Part 1 qualification with the OCT.  
  • In addition, receive the OISE CPL Certificate of Completion from the University of Toronto. 
     

Phase Two: Nurturing Sustainable Leadership
(Equivalent to the Principal’s Qualification Program, Part 2) 

  • One 14-week online Professional Learning Fellowship (PLF).  
  • Advanced, self-guided study with support from facilitators, resident experts, and peers.  
  • Refine your professional inquiry and build a leadership action plan.  
  • Compile a personal leadership toolbox of resources and strategies.  
  • Engage with global education professionals for broader insights and perspectives.  
  • Earn the Principal’s Qualification Program Part 2 qualification with the OCT. 
  • In addition, receive the OISE CPL Master Certificate of Completion from the University of Toronto.  

 

Already hold the Principal’s Qualification, Part 1? 

Whether completed through OISE CPL or through an alternative AQ provider, holding the PQP1 qualification makes you eligible to jump straight into Phase Two (PQP2) of the Education Leaders Program.

Phase One: Building the Foundations of Leadership (PQP1) 

  • Define and implement your school leadership philosophy and style.  
  • Communicate a shared vision and mission with clear goals and expectations.  
  • Build strong relationships with students, families, staff, and the community.  
  • Create a collaborative, supportive, and safe school culture.  
  • Oversee school mission, goals, and staff to improve student learning.  
  • Support staff development and recognize achievements.  
  • Assess and improve instructional strategies and curriculum. 
     

Phase Two: Nurturing Sustainable Leadership (PQP2)   

  • Develop a leadership framework to guide and motivate people.  
  • Track goals, timelines, and budgets for accountability.  
  • Foster a growth and innovation mindset for staff development.  
  • Integrate social justice and anti-racism into school leadership and operations.  

Who Should Enroll in this Program

Applicants must meet the following pre-requisites:

OCT-certified and in Good Standing with the College of Teachers

Certified in three out of four divisions

Hold one of the following:

Master’s degree

Two Specialist AQs

One Specialist AQ and half the credits required for a Master’s degree

Five years of K-12 teaching experience, verified by a Supervisory Officer

Upon successful completion of Phase One (ELP-SL1, ELP-OL2 and ELP-IL3), you will receive the PQP Part 1 Additional Qualification.

The Nurturing Sustainable Leadership Professional Learning Fellowship provides a facilitated learning process aimed at seasoned school/education leaders who are interested in pursuing a self-designated project related to expanding and enhancing their skills as innovative, strategic, and effective school leaders within the K-16 space.

The program has two distinct phases: Phase One – Education Leaders: Building the Foundations of Leadership. This comprises three foundational courses, each 7 weeks in duration for a total of 21 weeks. The three courses in Phase One must be taken in sequential order, as shown below: Course 1: Shared Leadership: Building Relationships and Engaging Communities. Course 2: Organizational Leadership: Developing and Implementing a Shared School Vision. Course 3: Instructional Leadership: Creating an Effective School and Student Learning Experience. Phase Two – Education Leaders: Nurturing Sustainable Leadership. This is an OISE Professional Learning Fellowship – an advanced, self-guided study to work through your own applied inquiry that takes place over 14 weeks.  OCT Educators seeking their Principal’s Qualification in Ontario must complete both Phase One and Two. Education professionals who are not affiliated with the Ontario College of Teachers may choose to complete one or both phases depending on their needs. Advanced education leaders may opt only for the Phase Two Professional Learning Fellowship.

Upon successful completion of Phase One – Education Leaders: Building the Foundations of Leadership 3-course program, eligible OCT-certified teachers will receive the Principal’s Qualification Program, Part 1 additional qualification.   Upon completion of Phase Two – Nurturing Sustainable Leadership Professional Learning Fellowship, eligible OCT-certified teachers will receive the Principal’s Qualification Program, Part 2 additional qualification.
Teachers with proof of completion for the PQP1 qualification and an approved practicum proposal may be eligible for the Education Leaders Professional Learning Fellowship (equivalent to PQP2). We will also require a completed self-reflection questionnaire. More details about the application process for PLF-ELP Nurturing Sustainable Leadership (PQP2) are available on the course page.
The total investment is $2,393, which includes: Phase One: $365 per course x 3 courses = $1,095 Phase Two: $1,298 The Education Leaders Program (ELP) offers a uniquely enriched approach to leadership preparation, grounded in OISE’s evidence-based Ontario Leadership Framework. This program goes beyond standard PQP offerings in three key ways: 1. Depth of Learning and Practical Preparation Phase One immerses participants in structured learning through case studies, peer discussions, and practical exercises facilitated by experienced educators and leaders. This phase emphasizes building a strong leadership foundation and culminates in the creation of a Personal Leadership Resource Archive tailored to real-world challenges. Phase Two takes learning further with a 14-week Professional Learning Fellowship, where participants focus on a leadership inquiry or practicum. This phase integrates reflective practice, advanced frameworks, and personalized coaching to help participants develop actionable solutions that directly impact their school communities. 2. Expert-Led Guidance and Support Across both phases, participants benefit from the expertise of skilled facilitators and education leaders who provide practical insights, real-world strategies, and professional guidance. In Phase Two, this is enhanced through one-on-one coaching and targeted mentorship by process facilitators and experts-in-residence, ensuring participants receive tailored support to achieve their leadership goals. 3. Impact-Oriented Design The program emphasizes reflective practice and personalized learning pathways, allowing participants to align their learning with their specific goals and school contexts. This program is not currently eligible for OSAP funding.
